Butch Inks

Butch Inks serves as Senior Advisor (Fire & EMS) for The Axtell Group, bringing more than 30 years of public safety leadership experience in fire service, emergency medical response, and large-scale incident management.

Butch retired as Fire Chief of the Saint Paul Fire Department in 2025, where he led approximately 575 personnel and oversaw a department with an annual budget exceeding $70 million. He was responsible for fire suppression, EMS, hazardous materials response, fire prevention, and life safety services across Minnesota’s capital city.

During his tenure, Butch led complex operations including the city’s response to the COVID-19 pandemic and the civil unrest following the death of George Floyd. He also championed initiatives focused on firefighter health and wellness, inclusive recruitment, and innovative service delivery models.

In addition to his municipal leadership, Butch served 25 years in the United States Air Force Reserve, retiring as a Master Sergeant.
